Position Title: GIS Systems Engineer

Salary: $60,000-$66,500 per year commensurate with experience

Minimum Requirements:

  • Bachelor’s degree in GIS, computer science, geography, or related field AND a minimum of two (2) years experience maintaining enterprise spatial data using ArcGIS Pro and ArcGIS Online.
  • An equivalent combination of education and experience may be substituted.

Position Summary:

Under the direct supervision of the GIS Manager, this position is responsible for coordinating with Data Stewards from all necessary County Departments to maintain the accuracy of enterprise GIS datasets. Incumbent performs QA/QC tasks and data editing as needed. The role is also responsible for assisting with training County personnel on GIS-related processes and procedures. The GIS Systems Engineer fulfills map requests and creates maps using ArcGIS Pro.

Overview:

Duties:

  • Ensures that all datasets in the Allegheny County GIS system meet standards for accuracy.
  • Documents, develops, organizes, edits, and maintains spatial datasets in Allegheny County’s GIS Data Warehouse and the Open Data program with minimal direction.
  • Prepares responses to inquiries from the public or government, and other studies and reports, as assigned.
  • Implements GIS projects within the various County departments as assigned by management.
  • Assists with training of County personnel in GIS skills.
  • Conducts QA/QC tasks as needed.
  • Performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Theory and operation of GIS systems, relational databases, and geographic concepts.
  • Field collection techniques.
  • Data automation using Extract Transform and Load (ETL) tools, such as Visual Studio, ModelBuilder, and Python.
  • Geographic coordinate reference systems, spatial reference systems, map projections, and geocentric datums.
  • Physical map production.
  • Databases within a SQL environment.

Skill in:

  • ArcGIS Pro.
  • ArcGIS Online.
  • ArcGIS Apps.
  • Microsoft 365.

Ability to:

  • QA/QC data using ArcGIS Pro and ArcGIS Online and edit data using ArcGIS Pro topology tools.
  • Use data in a SQL environment.
  • Create and derive new datasets using geoprocessing analytic tools.
  • Use versioning and replication tools in an enterprise geodatabase.
  • Transform nonspatial data into spatial data.
  • Create, import, and design database schemas in a relational geodatabase.
  • Develop metadata, data user guides, data dictionaries, and other necessary documentation for data.
  • Communicate effectively, orally and in writing, with the public and with County employees.
  • Facilitate meetings with members of other departments.
  • Demonstrate strong interpersonal skills.
  • Work effectively with little supervision, both alone and in a group.
